I want to know how long an epoxy coating will last. I need to resurface my pool and everyone says to replaster it. How do I know this is the best for my situation??

My concrete pool is losing water, but only when the pump is on.

My poolman was not able to fix the leaking water from my pool. He said a pipe in the ground leading to the pool might be broken. Could this be the case? Who would be able to repair this and how much might the cost be? I also have a hot-tub connected to my pool which seems to lose some water only when the pump is turned off..
