Although during my conversation over the phone I was told if no key was made i would not be charged I was still charged $45. But The guy who came out was courteous and they responded quickly and was at my front door in about 30 mins.

You were told that if we are not capable of making the key you would not be charged, but we where very capable, and in fact we had already ordered your key code, but you decided to go with the dealer instead to save some money, which is understandable, but that doesn't mean that we don't deserve to get paid atleast our service charge for coming out and trying to help you. You could have cancelled over the phone before we got there, you where quoted the price over the phone. We do not rip our clients off, we are alegitimate company, licensed, bonded & insured for your safety, our techs are highly trained and capable of doing there job.
