Project: Find a Locksmith Service

Mr Finley gave me a price of $90-100 to rekey 5 locks/deadbolts for my daughters home. An extra deadbolt rekey would be $15. He charged my daughter $280 for 6 locks/deadbolts. He had to spend a little unplanned time on one fussy lock. Total time spent was 1 hour which is about what he expects to spend on rekeying 6 locks. When I asked him how he got to $280, he said it was labor. He never said labor was additional when he quoted me the $90-$100. Rekeying is all labor except for the key blanks. A fair price would have been $100 for 5 locks and $15 for the extra deadbolt and $25 max for the fussy lock for a total of $140. Opportunist?
